The European Commission has commissioned a study to explore the potential impact if the Public Sector were to release its software open source. The project CommunesPlone, based on the renowned open source applications Plone/Zope, is investigated as a practical example of mutualisation between local governments.

Le projet de mutualisation CommunesPlone vise à utiliser les mêmes technologies et les mêmes méthodes pour le développement, par et pour les communes et CPAS, de sites web et d’applications métiers. Andenne, Anderlues, Fléron, Morlanwelz, Sambreville, Seneffe, Trooz et Visé participent à ce projet mené avec l’aide de la communauté Plone Belgique. Le projet est soutenu par l’Union des Villes et des Communes, et l’ISIPS (Université du Travail). Explications de Joël Lambillotte, responsable informatique de Sambreville. Wie smaalt over het kwakkelende opensource-project van de Duitse stad München kan voor een klinkend tegenvoorbeeld dichter bij huis terecht, in Schoten met name. Het mutualiseringsproject CommunesPlone wil dezelfde technologieën en methoden gebruiken voor de ontwikkeling van websites en business applications door en voor de gemeenten en de OCMW’s. De gemeenten Andenne, Anderlues, Fléron, Morlanwelz, Sambreville, Seneffe, Trooz en Visé nemen deel aan dit project dat wordt gesteund door de Plone Community België. Het project wordt gesteund door de Waalse Vereniging van steden en gemeenten en het ISIPS (Institut Supérieur Industriel de Promotion de Charleroi - Université du Travail). Joël Lambillotte, IT-verantwoordelijke van Sambreville, stelt het project aan ons voor. A project of cooperation set up by the townships in close cooperation with an international network of SMEs and an dynamic open source community. The project has attracted interest in several EU countries and abroad, and highlights the potential of innovation FLOSS can provide to public administration. Its impact is unusual in terms of opportunity for innovation, standardization and economy of scale while gaining independence from large IT providers.

Open source experts from the public sector, SME and open source community participated in the first Plone e-government international workshop. After two days of intense work the group decided to merge into 1 common project 3 e-government initiatives: CommunesPlone (Belgium, France), PloneGov.ch (Switzerland) and UdalPlone (Basque Country, Spain). The new project, based on the open source Content Management System Plone, will be named PloneGov.org. It now reaches over 40 local governments and 2 regions in 5 countries.
